The main concept of this architecture competition, held in 2005, was the creation of an ecologically sustainable project. The site for implementation was a 40-meter-high rocky mountain in the central area of the city of Vitória, with abundant vegetation.

Recognizing Petrobras’ concern to minimize the inevitable impact of the required program, the project was treated with an urban vision. The concept adopted was the implementation of an internal street at the +40 m level, with an atrium, to distribute the main functions, and a horizontal parking garage near the main street, preserving the entirety of the mountain.
